Telemedicine is a set of actions, technologies and measures used in the provision of medical care using remote communication in the form of electronic message exchange (clause 2 of the Procedure for organizing medical care at the primary, secondary (specialized), tertiary (highly specialized) levels using telemedicine, approved by the order of the Ministry of Health of Ukraine dated October 19, 2015 No. 681; hereinafter - Procedure No. 681; Order No. 681)
